TGA format 32bits, without RLE compression.
64x64 pixels.

It's better if you cut the picture with a circle to match with the format into the game.

And finally put it in: C:\Users\USERNAME\Documents\Pro Cycling Manager 2015\Mod\ProCyclistPhoto

I already did in circular shape but always left me as frames or not delete !!!! I get in the game with frames ... I did with photoshop CS6, here I show them as trash left and then obviously my face jajajaj

although the whites seem not leave the frames, if downloads can see them.

Your dimensions are not good, you need to use a picture with 64x64 pixels.

I use Paint.net (freeware).
I use "Ellipse Select" and I make a square selection dimensions.
I copy the Ellipse picture of my face.
I paste into a new Layer with dimension 64x64.
I adapt my picture in the new layer (borders up, left, right, bottom)
I "invert selection", and remove the blank around the Ellipse who will become Transparency.

Save as .TGA
Put in the right folder and voilĂ  Smile

Just do what Michou said in the last reply and click right > properties > check read only > click ok. That's how I solved it
