I think Footon or Xacobeo would be the best fits. Spanish team, decent/good chance at the Vuelta, good chance at other major Spanish races (PT or not), and leadership. If he goes back to Caisse he won't be leading the team for any major races, and with Quickstep there is a chance Contador comes and he has to be a lieutenant for him, meaning he'd have to ride two Grand Tours to have a shot at doing well in one (which at his age, wouldn't be easy).

Xacobeo would be a better fit, as it's the team that represents Pereiro's native Galicia (the poorest part of spain that keeps telling everyone they want to be a part of Portugal. the portuguese just pretend they can't hear them)
However, Pereiro's demands were too high, so Xacobeo have pulled out.

Not the poorest part of Spain (that's Extremadura), neither they want to be part of Portugal (they want their own state, and it's just a minority)
Back on topic, I can't see the reason of QST wanting Pereiro, and after what happened with Losa, it could be a good time to say goodbye and retire. But I think that he'll stay in Caisse.

UCI's press officer Enrico Carpani has said that Contador can leave Astana due to the fact that Astana is still yet to send in the needed documents to UCI.
Contador says that he still isn't sure, but that his lawyers are on the case.
