No, your correct. He simply hasn't been in races ouside the Netherlands and Belgium too much before this year.
So the talent was probably already there, but it just never had a chance to come out - until this Vuelta.
edit: I believe I can remember something about a pre race interview with him on Dutch tv, saying that he didn't know what to expect, but that he's going to do his best (of course he is )
