1) General purpose
This game has two aspects, there is a part for managers and a part for your own created young riders. You can be both manager and rider, or you can choose to take only one job. You can have up to 3 riders, but only 1 manager. Your riders cannot be in the same team as your manager though, nor can you put all your riders in the same team. For the riders, the goal is easy: become the very best, win races. For the managers, it gets a bit more complicated, you’ll have to plan your season to get the best results.
2) Teams
All World Tour teams and Pro Continental teams are available.
For a team manager, the choice you make will change your season goals and races. You may think Team Sky will guarantee success, but you will have a harder time earning points to improve your team. Picking Topsport Vlaanderen will give you problems to win races, but your season goals might be low as well. The nationality and status of your team will impact your wild cards as well.
For the riders, you can only sign with teams that have a manager. Rider applications won’t be opened until there are at least a few managed teams. Once your rider(s) are accepted in, they can start looking for a team. This can go both ways, as a rider applying for a team or a manager contacting a rider to join. At the start, all contracts will be for 1 year. A world World Tour team can sign up to 2 riders, a Continental Tour team up to 6. You can't have more than 30 riders in your team.
3) Season
The season will consist of the full World Tour, added with important or popular Continental Tour races. This will be determined later on. The season will be split into 3 parts. Managers will need to make your startlists for each part before it starts. Between parts, teams and riders upgrades can be spent and changes to the database will be made. Race days cap stands currently at 62.
For the moment, the three parts are: A) January 1st until the last day of Catalunya/Wevelgem / B) from here to just before le Tour C) from le Tour to the end of the season.
4) Races
As in real life, all World Tour teams will participate in the World Tour races, whether they have an active manager or not. Pro Continental teams will have to apply for a wildcard. In the Continental Tour, Continental teams will have priority over the World Tour teams. So both will have to apply.
For your wildcard applications: the following things will be taken into account: nationality, the riders you’re sending, history with the race, motivation etc. In short, I’ll try to keep it as realistic as possible, you’ll need to convince me why your team should be in the race.
5) Team HQ
As a manager, it is your job to make a team HQ with details of your team. You can add race reports, news flashes, etc. This will also be the meeting room with your riders, where you can communicate about their schedule, expectations, improvements, etc. Unless there’s some secret communication that has got to be in PM’s, you can post everything there. The quality of your team HQ will earn you more points to spend on improving riders.
6) Improving riders
Basicly this part is split up again in managers and riders. Managers earn points for their teams, which they can only use to improve their “real” riders. Created riders earn points that they can use to improve that rider. As mentioned above, improvements will happen during the 3 breaks between season parts. Older riders will decline as well, but there is nothing you can do about this.
The improvement points can be earned in different ways. One aspect is season goals, achieve some goals and you’ll receive points. Secondly, the quality of the posts in your team HQ for both managers and riders will earn you points. Quantity is not very relevant, though 1 post a month will not get you that far. Thirdly, aside from the glory of the jerseys, national and world championships will also earn you a few points (though the champion of Burkina Faso will be given a lot less than the Spanish one). Last of all, I can decide to add some points here and there to make things interesting, for example giving the continental teams some bonuses to help them advance.
7) Goals
Managers can set goals for their teams. This is a part where the game is no longer 100% objective, but it’s either that or leaving out goals all together. The idea is that for each part of the season, each manager sets 3 goals: one easy, one medium, one hard. Of course reaching the hardest goal will give you most advancements points. I will counter your 3 goals with 3 goals of my own, depending on how I judge the goals you set yourself. For example, if Team Sky’s hardest goal is “Top 5 Tour De France”, I might counter with “win all cobbled classics”.
I will be accepting most kind of goals, but I shall remember anything crazy and pay you back double. If I find anything too outrageous, I can still refuse it.
8) Form
Disabled for now, all riders will have the same daily form
9) Rankings
Each race will earn you points for the ranking. There will be a rider and a team ranking. There will be awards for the winners, and the rankings will decide about promotion/demotion to and from the World Tour. The exact rankings will be posted later on.

11) Rider application
Each player can have up to 3 riders, but there are restrictions. All young riders have to be aged between 18 and 23. However, if you choose to select 3 riders, one has to be 18 and one has to be max 21. If you choose 2 riders, one has to be max 20. You can choose any age when you only pick one rider. Older riders have better starting stats, but will advance slower than younger riders.
All stats start at 55. Depending on your rider’s age, you will get more points. Each stat up to 70 can be used one a 1:1 ratio. For going from 70 to 71 and onwards, you’ll need to spend 2 points to increase a stat by one. To go from 75 tot 76 and up, it will be a 4:1 ratio. To avoid people ignoring stats, you cannot have more then 2 stats below 60.
For 18 year olds, you will have 130 points to add to your base stats of 55, add 15 points for each age, so a 23 year old will have 205 points to add.
Resistance will be set at 65 (due to it having no effect in PCM13), so you mandatory have 10 points used there.

12) Disagreements
If there is any disagreement about a decision in the game, send me a PM so it can be discussed. If needed I’ll ask the opinion of a third party, but in the end, my ruling is final.
I can add new rules, delete existing rules or modify certain rules when I feel it's needed.
