well, it ensures the rider won't use it again, or at least he'll be far more careful about it.
And this will make him far more difficult to catch again, which,considering they know he doped but can't catch him, is pretty frustrating.

if cycle races weren't long enough already, then people had to let the American's in on the act
they always have to go further/better than other countries, just look at football, it had too much money in it before the American's got involved
and then they come in and pay Beckham $500,000 a week
there should really be a limit on how much we let the American's get involved in sport
