2.) Is it included in the PCM daily database anywhere? (the upcoming one maybe?)
I want to find it so I can download it for my upcoming story. Thanks

1) Don't think so, never seen it.
2) No. There are 3 mexican riders non-free agents in the DB (thus the only 3 that would race it), so the gameplay wouldn't be much fun

First, that's PCM09, so even if that was the stage it wouldn't work in PCM10~12. Second, I doubt it's the real Mexican Champs route. Might be similar, but they probably picked a similar stage and used ( = used a fake stage).
