On Windows 7 you put it in C:\Program Files (x86)\Cyanide\Pro Cycling Manager - Season 2011\3D\Cyclists\Equipments
Then there is a folder for each part of the equipment

Just to be precise:
Putting new material into the DB means it will be selectable for the player.
AI teams don't use material which has not been assigned to them, which would therefore require additional editing.

I am sure there is a tutorial somewhere in this forum.
Putting the files in the correct folder is the easiest task.
Obviously it will not be in the game unless you edited the DB.
