This might be a stupid question but why do people request national champions jerseys and GT leader jerseys for their custom jerseys? Is it just to have a different one than the game gives?

National champions, yes, very different. If you have a national champion but no jersey for him, the game will make him wear the default champion jersey of the country together with your team shorts (like in the podium after the race), so it looks quite stupid.
However GT leaders, the only thing that normally changes between the GT leader jersey the game gives and having a custom one is the color of the pants (if they'll be in the same color of the leader jersey, like the example I posted earlier).
So NCs are 'needed', GT leaders are nice but not that much needed.
