Do you already have that team in the DB? If yes, then save that image file in .tga or .dds (you'll need Paint.net, Photoshop or similar) and place it in Program Files/Cyanide/PCM11/Gui/team_shirt. The name of the file should be [your team jersey_sz_abbreviation]_minimaillot.
You can find you team jersey_sz_abbreviation in DYN_team -> jersey_sz_abbreviation in your DB.

Now I don't have the team in the DB. Should I save it with paint.net as dds. and then save it by gui/team_shirt c_00minimaillot ?

What do you mean? You created your team with the 'custom team' feature (in-game)? In that case, the name would be c00_minimaillot, if you chose the first jersey of them when creating the team. If you chose another jersey, you should look at your savegame to see which is your team jersey_sz_abbreviation.
And btw, you can save the minishirt as .tga as well, in case you don't have the .dds plugin.
