As Ricotero said, the usual way of getting the game in countries where the game isn't officially being distributed is by downloading it.
As of now, the pre-download website isn't up yet, but I'm guessing it will be soon.
As far as I remember, the game had a price of 40 USD last year.

Where do you have those numbers from? You can pre-order PCM11 for 399 kr. Which is about $40. Still uch money compared to $15, but 399 kr is not much money for a game in Norway.

Last year the download version was about 40 US dollars (215NOK) and download version is cheaper than disc version. It will probably be the same this year.

Because 215NOK is the download version. 500NOK is the price bought in a regular store, even tough I don't think the price will be 500NOK when it comes in the stores 29th June. However, you don't pay in NOK, but in USD for the download verison.

I have seen PCM 2009 on disc in australia but it could be hard to find. i expect PCM 2011 to be the same

I would just get the download version. Think of the hassle of putting the disk in every single time you want to play...
