I wouldn't count on growth being that high, I'm setting the growth rate at .2 ... also I've adjusted the growth rates in the DB. On top of that potentials will be randomized.
In fairness last time I ran the DB (for taking screens of the teams) Puccio was an 8 potential with a potential max of 83 on the cobbles. He also had really high potentials in other stats. How long it takes him to reach whatever potential is an entirely different matter though. And in the actual simulation his potential may not be an 8.
Where in the rules are you saying that potentials will be randomized? 
Anyway, I did some tests before picking the riders. I have a career in 2018 on 0.1, and trust me that riders are still able to explode. I also created three savegames and checked the riders' potential on there, 2/3 times Puccio had the potential stats to be the best cobbler, so that convinced me to pick him. If you look at Tosh van der Sande, who also has potential 7, he had a crappy hill potential all the time, so I only took him because he fits in my team. So I hope that at least some talents I have will grow as I hope to. (yep, this is serious business indeed.)

Good morning Kentaurus 
I just did some testing with the preferred regions, and I got some weird results. If I put "Other" at #1 and Britain/USA/Aus at #2, I only get to race four CT stages, all in February. Could you check if these things happen with your DB as well? Because that means that the "Max 4 out, add 2"-rule needs to be changed imo. |

Its really low right now because of how many riders are on the teams. It will go up as the teams get bigger.
